VA Loans Near the U.S. Naval Academy: A Guide for Military Homebuyers in Annapolis

For veterans, active-duty service members and military families considering a home in the Annapolis area, a VA home loan can offer important financing advantages. But buying near the U.S. Naval Academy or elsewhere in Anne Arundel County can also raise questions about eligibility, occupancy, relocation, entitlement and the VA appraisal process.

Redwood Mortgage Services has helped homebuyers with mortgage financing from our Annapolis office since 1999. For military buyers considering a move to the area, understanding how VA financing works before beginning the home search can make the process easier to navigate.

Can You Use a VA Loan to Buy a Home in Annapolis?

Yes. Eligible veterans, active-duty service members and certain surviving spouses may use a VA-backed purchase loan to buy a qualifying primary residence in Annapolis or elsewhere in Maryland.

VA purchase loans can be used for several property types, including single-family homes, homes with up to four units, and condominiums in VA-approved projects, provided applicable VA and lender requirements are met. VA-backed purchase loans may also allow eligible borrowers to purchase without a down payment when the sales price does not exceed the appraised value.

Buying a Home in Annapolis During a Military Relocation

Military moves do not always fit neatly into a traditional homebuying timeline. Active-duty service members may be coordinating orders, reporting dates, a current residence and a new home purchase at the same time.

That makes early mortgage planning particularly valuable.

Before beginning a home search, military buyers may want to understand:

  • VA loan eligibility and their Certificate of Eligibility
  • How much home fits their budget
  • Their available VA entitlement
  • Estimated funds needed for closing
  • VA occupancy requirements
  • Whether the property they are considering meets VA requirements

VA requires borrowers using a VA-backed purchase loan to intend to occupy the property as their home. There are circumstances in which occupancy by a spouse may satisfy the requirement for an active-duty service member who cannot personally occupy the property within a reasonable time.

What Is a VA Certificate of Eligibility?

A Certificate of Eligibility, commonly called a COE, confirms to a lender that a borrower qualifies for the VA home loan benefit based on military service or other applicable eligibility criteria.

A borrower can request a COE directly from VA, and a lender may also be able to obtain it electronically through VA's system. Active-duty service members generally need a statement of service containing specific information about their service.

Getting the COE early can also help determine whether a veteran has previously used part of their VA entitlement.

Can You Use a VA Loan More Than Once?

Yes. Using a VA loan once does not necessarily mean the benefit is gone.

VA home loan entitlement may be restored or reused, and some veterans may have remaining entitlement even while another VA-backed loan exists. The details depend on the borrower's individual circumstances and previous use of the benefit.

This can be especially important for military families who have purchased homes at previous duty stations.

What Should Annapolis Buyers Know About VA Appraisals?

A VA appraisal is part of the VA loan process, but it should not be confused with a home inspection.

The lender orders the VA appraisal. The appraisal helps establish the property's value and evaluates applicable VA property requirements. VA specifically notes that an appraisal is not a home inspection or a guarantee of the property's condition.

For buyers in Annapolis and Anne Arundel County, understanding this distinction before making an offer can prevent confusion later in the transaction.

Do VA Loans Require a Down Payment?

One of the best-known features of VA financing is the possibility of purchasing without a down payment.

VA says nearly 90% of VA-backed home loans are made with no down payment. However, the individual transaction matters. For a purchase loan, the no-down-payment benefit generally applies when the purchase price does not exceed the property's appraised value and the borrower otherwise qualifies.

A borrower may still need funds for certain closing costs and other expenses associated with purchasing a home.

What About the VA Funding Fee and Closing Costs?

Many VA borrowers pay a one-time VA funding fee, although exemptions apply to certain eligible borrowers, including some veterans receiving VA compensation for service-connected disabilities and certain surviving spouses.

The amount of the funding fee can depend on factors including the type of VA loan, whether the borrower has previously used the VA loan benefit and the amount of any down payment.

The VA funding fee can generally be financed into a VA purchase loan. Other purchase closing costs generally cannot simply be rolled into the loan, although seller or builder credits may help with allowable costs subject to VA rules. Learn more about VA Closing Costs and Fees.

Should You Get Pre-Approved Before Looking for a Home?

Getting pre-approved before seriously shopping for a home can help a military buyer understand the financing side of the transaction before finding a property.

The VA determines eligibility for the VA home loan benefit, while the mortgage lender evaluates the borrower under applicable credit, income and underwriting requirements.

For someone relocating to Annapolis, starting early also creates time to resolve questions involving the COE, entitlement, documentation or a previous VA loan before a purchase contract is involved.

Frequently Asked Questions About VA Loans in Annapolis

Can active-duty service members use a VA loan to buy a home in Annapolis?

Eligible active-duty service members may qualify for VA-backed home loan benefits if they meet applicable VA service, occupancy and lender requirements.

Do I have to be stationed at the U.S. Naval Academy to use a VA loan in Annapolis?

No. VA home loan eligibility is based on qualifying service or other applicable VA eligibility—not whether the borrower is assigned to the Naval Academy.

Can I use a VA loan if I've used one before?

Potentially, yes. VA loan benefits can be reused, and entitlement may sometimes be restored depending on the circumstances.

Can my spouse satisfy the VA occupancy requirement if I'm away on active duty?

In certain circumstances, occupancy by a spouse can satisfy the occupancy requirement when an active-duty service member cannot personally occupy the home within a reasonable time. Individual circumstances should be reviewed during the loan process.

Is a VA appraisal the same as a home inspection?

No. VA specifically states that the appraisal is not a home inspection or guarantee of the home's condition.

Can Redwood Mortgage Services help obtain my Certificate of Eligibility?

VA permits participating lenders to obtain COEs electronically in many cases. Redwood can review the borrower's situation and determine the appropriate process for obtaining the COE.
